I was optimistic given everyone's positive comments and since I am, myself, in the process of designing a project management center of excellence, I took a risk and bought it. Unfortunately, I wasn't able to find it at my local bookstore to flip through it first and now I know why, nobody would buy it if they could see it first. The material is appropriate only at the most basic level of project management capabilities. If you've been at it for only a year or two, you might find it helpful, but if you are truly implementing one (as the title claims), you better already know all this stuff and a whole lot more. I wasted my money, don't waste yours. This is my first review and I don't usually write them but this purchase disappointed me.

I purchased this book and "The Complete Project Management Office Handbook" since they seem alternative and I enjoyed it quite a lot, although it has some minor improvement opps.

I do recommend this book, specially if bought with another one to "fill some gaps".

Pros:
- Brief and "straight-to-the-spot": it does not try to be "the bible"
- Has concrete and well structured content about structure, processes, tools, etc.
- The chapter about the problems existing due to lack of PMO presents very good reasons to help to justify it
- The quantitative management content is very good, but a little bit too teoric
- The deployment chapter is good, it gives good advices but it doesn't try to be a "bible" in organizational change managementCons:
- The first chapter abis too
- The tool section is a bit outdated (talks about 03 and this is a very unmature sector, most of the tools are better than all the tools existing 3-4 years ago) and does not include some of the current leaders (e.g. ibm rpm)
- The chapter about the problems existing due to lack of PMO is sometime "too humanistic"
- If you only have this book and you need to really accept the endeavour to build a PMO in a medium organization, the content could be short

I thought I had a pretty complete library on Project Management and the PMO.However, this is the most authoritive volume I have encountered.There are step by step instructions and direction on establishing a PMO and best practices within that organization.There are also many of the pitfalls and minefields associated with starting this type of office.The chapters are easy to read, and concise.The information is well organized and presented best suited to a mid-level professional involved in PMO or Project Management activities.
I wholeheartedly recomend this to those who have never setup a PMO or best practices organization.Those who have much experience in this fields may be looking for other specialized topics.

As the Director of a Project Management Office, this book is the definitive manual.It contains the latest and greatest problems, issues, and known bugs.It saves time and it is a great training tool.At 900 pages it takes a while to read, but the layout is great so you can find answers to specific problems quickly.I recommend this book to anyone that has anything to do with the administration of Project Server 2007.

As president of the Program Management Forum and a practicing consultant for almost 20 years in business process development, I have seen and used a lot of material related to program and project management.
I believe that this book is the best collection of valid, practical, usable information on program management that I have seen. Its basic approach is the view that program management, properly done, is a powerful, unifying mechanism for simultaneously coordinating the projects and functions with the strategic alignment, up and down the organization, of strategies, projects, and tasks.
This book clearly distinguishes the tools and functions of program management from those of project management. It clarifies the unique qualities required of a good program management system and team, outlines its unique tools and methods, and even presents a thorough discussion of program metrics, with advice how to customize them to a company's unique situation.
It includes a good presentation of unique program management tools including program portfolio maps, program road maps, program complexity assessments and many others, all of which are distinct from the standard project management tools in their role. The use of these tools is always presented in the larger context of achieving business results and implementing business strategy, not just specific project objectives- which therefore elevates program management to the role of a strategic framework.
In addition to the topic of program management itself, the book spends considerable time on the selection and development of program managers, how they differ from project managers, and how to build their supporting organizations who must implement this discipline.

I rarely ever make book comments; however, because I saw a one star review, I just had to share my two cents.

Let me first start off by saying this is bar-none one of the best project management office books I have ever read.The way the concepts were organized and presented illustrate a solid approach to building a PMO office from scratch to a "center of excellence".

Please note that the book is written for senior project managers, program managers, and PMO directors who need a orchestrated approach to developing a project management office for their organization.It is NOT written for beginner or novice project managers hoping to learn fundamental concepts about project management or project management offices. It is an excellent reference book to keep on your book shelf to help develop and enhance Project Management Office development ideas.

This book has been instrumental in helping me to develop a strategic roadmap to further develop a recently established PMO office in one of the largest software engineering organizations in the world. (look my name up on the Internet )

2.Detailed explanation of each PMO maturity phase and the action items needed to be accomplished in order to move on to higher phases

I am very pleased to have discovered this book.
I am a project management consultant with the PMI PMP certification and Microsoft's MCITP certification in enterprise project management using Microsoft Office Project Server 2007.This book bridges the two universes of Project Server 2007 (the tool) and the best practices and processes of PMI's Project Management Body of Knowledge (PBMOK).The book is well written and straight forward.I was able to follow and complete all of the example scenarios with ease.The book shows how to actually implement each of the PMBOK processes, create the project plan documents, and construct the project document libraries. From project initiation through planning, execution, monitoring and control and project closeout --- it's all there.The neat part is that you are actually doing it in the project server environment.I knew very little about creating SharePoint lists, views, libraries, links, etc., but I was able to do it all with ease.
This book is a "keeper".I've added it to my personal project management toolkit.

PMO (Programme Management Office) is still relatively new in the field of programme and project management, a browse through the business books tell us that it's an area which is still under represented. For people working within the field of PMO there has been a distinct lack of guidance and for some people they often feel like reluctant pioneers. We know that there is "no size fits all" for PMOs, there are no "off the shelf" templates for setting up a PMO and there are no right or wrong answers. The PMO professional knows they need to carry on learning and developing, watching and listening and using their skills, experiences and lessons learnt in the environment they work in. In 2008, the OGC launched the P3O (Portfolio, Programme and Project Offices) guidance which pulled together much of the information and knowledge that existed, both "out there" in the public domain and from seasoned professionals. A thorough guidance, it was well-received in the PMO community by the practitioners.

The Program Management Office Advantage is a new text which also brings something to the PMO table. Ideally it should be read alongside P3O if you're a practitioner, or given to senior management if they prefer a business book that not only delivers an overview but also just enough depth to be useful in decision making.

The Program Management Office Advantage delivers nuggets that are thought-provoking and written specifically to "guide readers to find the answers". Covering the overview of the PMO, in Chapter 1, which includes the definition, the justification and the role the PMO plays within the organisation. The scene is quickly set and fully understood from the clear and well articulated text, as well as the supporting case studies which run throughout the book centred on one organisation's journey. Part 2 focuses on the core competences of the PMO and includes areas such as Customer Management, Vendor Management, Project Knowledge Management and Project Resource Management. The Customer Management section was of particular interest as it is an area which should receive a lot of focus (how many new and existing PMOs face customer resistance?). The chapter gives some food for thought, especially in customer service excellence. It certainly made me think about the "customers" of the PMO further and the types of relationships I would be looking to build as users of the PMO.

The terminology is a little off in places for a UK audience but don't let that distract you: As you continue reading it becomes much easier to put it into your own context. The authors have also been careful not to cover certain project management topics in detail. For example, project scope, resource management, etc., have all been covered in other project management books. After reading a few chapters and thinking about certain aspects of what I'd just read, it did lead me to do a little research elsewhere (the Knowledge Management section was particularly of interest, just how do we gain use from lessons learnt?) And that's what The Program Management Office Advantage does: it points you in the direction of what is important in PMOs and allows you to think about how you can apply them to your own situation.

Apart from the concepts there is also a whole host of practical advice and "how to" guides. There are example documents and checklists in areas such as project selection, quality audits, things to consider when thinking about a project management system, various ingredients to consider when implementing a PMO, example PMO chapter etc. The chapters continue by looking at the processes (selection, control, monitoring and audit) and the PMO as a business division (establishing a PMO, implementing a PMO, PMO leadership and careers in the PMO).

Compared to the P3O manual, the text flows easily and it is an easy to read and understand book. It covers pretty much the same areas as the P3O guidance but I preferred the case studies in The PMO Advantage (they felt much more in context with the text and helped drive some points home). There are a lot of new thoughts in PMO, too: I especially like the change management approach when setting up a PMO and the leadership style of the PMO Manager. Both are areas which are not covered in much depth in the P3O guidance. The PMO Advantage is also pretty much methodology independent (there are some mentions of PMI and OGC but not overly) and doesn't rely on readers having PRINCE2 or MSP (the P3O guidance is very MSP heavy when describing how to set up a PMO). Currently priced at around £16, it's also a book which I found provided value for money and should definitely be picked up by the PMO practitioner and added to their library.

There is enough good content in this book to fill several books. However, the authors make some foundational assumptions that one must keep in mind when interpreting or applying the practices the author's propose in this book:
Assertion #1: The Theory of Constraints (TOC) is applicable to project management. This is a questionable and unsupported assertion. Projects may have several constraints at different times and across different projects. The TOC model is from manufacturing, implies a single bottleneck, and may not apply to dynamic projects.
Assertion #2: Critical Chain Project Management theory is applicable and valuable in project management. CCPM is unproven, is based on questionable assumptions, is supported by only a few PM tools, and is not known by PMI-trained PM's. For more on this, see "A Critical Look at Critical Chain Project Management", authors Raz, Barnes and Dvir: Project Management Journal, December 2003.
Still, this is a useful book for a person marketing, proposing or implementing a project management office. The book is good at pointing out that the PMO must deliver value to executives by aligning projects with enterprise strategy and by increasing the number of completed projects in a given time period.
The book is stronger in application of the practices (and especially metrics) to business than not-for-profit enterprises, but is still useful to people in not-for-profit organizations.
Recommendation: Employ the author's suggestions to select and prioritize projects based on strategic impact, but, in the main, use proven project management practices (not CCPM or TOC) to ensure project completion.

I am glad that PMI finally pulled together a companion guide to the PMBOK. The content is valid and adequate but the format and the appearance is very disappointing.Although the title of the book states "FORMS" I was expecting a more professional looking set of templates that could be modified to include a company name and logo.These are very basic forms that have no headers, footers or margins.The border around each page prohibits you from expanding a certain text box to accommodate more text without corrupting the entire page formatting.

The book shows each form with instructions inside each field to be completed; however that information is not included in the electronic copy.If you needed to assign this form to someone else to complete, it would be a challenge to complete it correctly without guidance.

Aesthetically they look like a "pen and ink" fill in the blank form from the 1970's and not like something that was created in a robust word processor such as WORD.They are a good guide for content, but not immediately usable.

Wysocki has worked very hard to update his new edition of this landmark text with new scenarios, ideas, and concepts. Sometimes my learners in the MBA courses I teach ask me, "What is an example of 'knowledge management.' " I suggest to them that they look at what Wysocki has done to make explicit what is almost always implicit knowledge within a project manager or director.

Wysocki has provided an exemplary text that provides an incredibly thorough illustration of the elements, processes, and learning objects comprising project management. Moreover, this reference should be prescribed as the overarching framework that every CIO and CKO requires as part of their teams' methods to success.
